過去感染控制依據實證指引為標準,近年來台灣的醫療院所與許多國家一樣,透過遵守國際評鑑標準來達到持續改善的目標。感染控制議題在美國醫院評鑑聯合委員會(Joint commission international, JCI)評鑑中,被歸類為醫療組織管理的標準,感染的預防與控制(prevention and control of infection, PCI)範圍包含醫療機構內所有病人、員工與訪客的區域。因而感染控制計畫遍及醫療機構內的各個單位,JCI評鑑需要醫院整體全面品質管理,「平時」的感染控制監視、預防與控制的制度即應建立,有計畫且持續進行感染管制監測,並不斷的改善。而既是醫療組織管理的領域,醫療機構領導人必須有決心與領導力,透過高階主管的親身領導將人力及物力導入組織並與全體成員團結合作,上下一心,才能成功獲得JCI認證,達到醫療品質升級的目的。
Previously, infection control standards were based on evidence-based guidelines. Recently, many hospitals in Taiwan complied with international accreditation standards to achieve continuous quality improvements. Prevention and Control of Infection (PCI) was categorized into the health care organization management domain in the Joint Commission International (JCI) accreditation standards. The targets of PCI include all patients, staff and visitors within the area of hospitals. The JCI standards require total quality management which includes continuous infection control surveillance, establishment of the prevention and control system, ongoing infection control monitoring and continuous quality improvement. The hospital administrations must show the determination and leadership to improve PCI. Only through devoting human and material resources into the organization with collaborations from all members, hospitals would be able to obtain the JCI accreditation successfully and achieve the improvement of healthcare quality.
