摘要

2015年，中國提出「一帶一路」倡議，這倡議需要在公共事務中深入討論與嚴格回顧該發展戰略。本文提供了這樣一個批判視角，回應發表在公共事務管理評論中，一個以全面解釋上的觀點，特別呼應西方（尤其美國）在地緣政治角度。我認為，地緣政治的概念絕對是明顯的，特別是自2011 年以後，美國在亞洲「轉向」的全球地緣政治。不過，在本文中，試圖超越地緣政治的觀點，我提供了該倡議提出的目的，是中國面對資本主義制度本身的矛盾下所遭遇經濟危機，所提出來「空間修補」想像的洞見。最後，本文指出透過地理學的理論，可以貢獻公共事務評論的理論根據。

In 2015, China proposes a development strategy of 'the Belt and Road' Initiatives which are needed to discuss in the Public Affair with a critical review. This paper provides such a critical review to the previous published in the Public Affair Review paper that developed a comprehensive explanation on the Initiative, particularly on the geopolitics perspective. I argue that the notion of geopolitics is definitely obvious to the Initiative, especially since 2011 thereafter the American's global geopolitics of 'pivot' to Asia. However, in this paper, I provide an insight of 'spatial fix' imagination that the Initiative is proposed as China is encountering the economic crises under the contradiction of capitalism system per se. Finally, this paper points out the contribution to Public Affair Review via the theory of geography.
