大型國際運動賽會籌辦之關鍵評估指標與期程建構

本研究以籌辦大型國際運動賽會為具體目標，透過內容分析法（content analysis）針對大型國際運動賽會籌辦文件與資料，輔以連續四屆奧運會（2008、2012、2016、2020）籌辦文件與總結報告書為分析依據，用以擬定深度訪談提綱。其次在訪談對象遴選，是以國際水準且實際籌辦大型國際運動賽會之專家學者為主，俾利取得籌辦之完整資訊。最後邀集國內於大型國際運動賽會具有豐富參與經驗以及曾任職臺灣主辦之國際賽會重要職位的學者專家群進行專家座談，以提出臺灣籌辦大型國際運動賽會之關鍵評估指標與期程之研究成果，作為政府相關政策之主管機關在未來輔導籌辦大型國際運動賽會之重要依據。研究結果發現：（一）籌辦關鍵評估指標囊括人事組織、安全維護、後勤補給、場館設施、媒體行銷、賽事管理與大型國際運動賽會服務的7大類別，可做為未來臺灣籌辦大型國際運動賽會之實施與檢核依據。（二）大型國際運動賽會之籌辦期程以7年為單位，為妥善應用經費並達最大綜效，理應重視各期程時間掌握與策略應用。關鍵期程亦是各階段籌辦之檢核依據。（三）臺灣欲籌辦具國際水準之大型國際運動賽會，應妥善運用交通層面與衛星城市之優勢，並善用文化遺產層面及觀光旅遊效益。

The study analyzed the documents and data of international mega sport events by content analysis. The interview outline was developed from the data of preparation documents and final reports of Olympic Games (2008, 2012, 2016, 2020). Interviewees consist of the experts with field experiences of international mega sport events. A round-table discussion was held for Taiwan's experts to discuss the results of the key evaluation indexes and preparation process of international mega sport events to provide the suggestions for future international sport events in Taiwan. The results revealed that (1) There are seven categories have been developed including organization structure, security & risk management, logistics operations, venues, media & marketing, sport event management, and international mega sport events service. (2) The optimal duration of preparation process for international mega sport is 7 years. Besides, it is important to manage the time and strategy application of each stage. The key process was also the foundation of evaluation at each preparation stage. (3) Taiwan should apply its strengths of transportation and satellite city to host the international mega sport events. Including making good use of the cultural legacy and tourism.
