農會設置銀髮族服務示範中心之研究

摘要

行政院農業委員會為落實農村老人服務工作，於民國92年進行「銀髮族服務示範中心之建構」計畫。第一年成立二個中心，選擇有經營意願、經營能力及相關資源的農會率先開辦此項業務。92年獲准籌辦的有台中縣大甲鎮農會和雲林縣斗六市農會。
本研究的研究目的有四：1.探討農會銀髮族服務示範中心構想之形成及研商過程，2.探討農會銀髮族服務示範中心之建構與執行，3.探討農會銀髮族服務示範中心遭遇困難及解決之道，4.根據研究發現，提出建議。
本研究藉由對上述兩個農會相關人員、農村老人及家屬、學者專家的深入訪談、小組座談等方式蒐集資料。本研究發現最困難的地方在顧客群難以掌握，在使用者付費觀念(付費參與活動)尚未普及之下，服務中心要自給自足實屬不易。又，農會經營之意願及能力也有待加強。有若干問題及困擾待努力排除。
本研究建議農會銀髮族服務示範中心宜從(1)硬體設施(設備)的改善，(2)軟體設施(營運管理)的加強，(3)資源的整合與利用，(4)觀念的宣導與教育，(5)推廣行銷網的建立等五方面加以努力。

The Council of Agriculture started the program of Service Demonstration Centers for the Elderly from 2003 for the purpose of better service for the rural elderly. There were two day-service demonstration centers in the first year. After checking the intentions, abilities of organizations and the resources necessary for the services of the farmers' associations, two demonstration centers were organized and operated in 2003 & 2004, locating at Dou-Lio City of Yuen-Lin Hsien and Da-Chia County of Tai-Chung Hsien.
The purposes of this study are:
1. To investigate the processes and the evaluations related to the construction and service of a day service center organized by a farmers' association.
2. To evaluate the operation and the business management of two demonstration centers.
3. To find out (or to disclose) the difficulties and the possible resolution encountered by the demonstration centers.
4. To make a proposal to improve service quality, operation management of each service center.
Through the depth interview with the working personnel (staffs) of centers and the opinion leaders, and discussion with the staffs of the responsible organizations, we collect important data and information. They all support the programs. These are important and essential. They also favor intension to work, the abilities to serve and the integration of resources are major factors of the successful operation of a service center. They suggest to set up some criteria or parameters qualified for setting a day service center operated by a farmers' association.
There are still some problems and difficulties related to the operations.
We must do something more including:
1. Improvement of hard wares, such as service building and equipments.
2. Improvement of soft wares, such as operation and management.
3. Complete integration and full utilization of the resources.
4. Change of concept and in-service training.
5. To have a service network and useful paths.
