摘要

近年來，極端氣候事件發生頻繁，災害規模與範圍越來越大，莫拉克颱風更造成台灣極大之損失。雖然水土保持局獨力推動土石流防災教育，但對於同時暴露在三項天然災害面積以及面臨天然災害威脅之人口數都是世界第一的台灣，這些作爲是非常不足的，因此，國民之防災素養提升，防災教育之推動，以及防災計畫之演練，都是需要透過教育體系盡速達成。

Recently, extreme precipitation has frequently occurred, resulting in-larger scale disasters. Especially, Typhoon Morakot swept through Taiwan Island and was a large-scale disaster. The Soil and Water Conservation Bureau promotes disaster reduction education on debris flow by itself. This is inadequate for Taiwan because exposed areas face three kinds of natural disasters simultaneously and is the population facing the highest threat of natural disasters in the world.
