英美兩國績效評估制度之比較

The Comparison of Performance Evaluation Systems between the U.S. and U.K.

摘要


本報告為英美兩國績效評估制度之比較,希從其政府改革及制度變革過程中,找出其共同的特色,作為我國未來績效評估制度改進之參考。由本分析報告中發現英美兩國其制度共同特色包括:訂定專法;設置專責組織;強調策略規劃成果導向的績效評估;評估指標以顧客滿意、成本、品質與效率等為主;資訊公開化;以及績效評估與激勵制度結合等,都深具參考的價值。

The comparison of performance evaluation systems between the governments of the United States of America and the United Kingdom is very helpful for continuous improvement on the similar system used in Taiwan. Based on this analysis report, the common characteristics between the U.S. and U.K. systems are as followings: performance evaluation legislation; dedicated evaluation organization; emphasizing outcome-oriented evaluation matching with strategic planning goals; adopting customer satisfaction, cost efficiency, and quality as performance indicators; evaluation results disclosure; and linking performance results to performance reward system. Above findings are of great value for knowing more about performance management.
