電子化政府與政府改造

由於21世紀的國際競爭激烈，許多先進國家均透過運用資訊系統與資訊科技進行政府改造，以提升國家的競爭力，並已成為世界性的潮流。本文提出「電子化政府」與「政府改造」間關係的理論模式，並就所提出的理論模式，針對各先進國家包含美國、英國、加拿大、日本、澳洲所推動的案例作一綜整，然後針對我國目前推動電子化政府面臨的問題作一分析，且依據其他先進國家共通的做法提出一些具體的建議。

n the 21st century, many countries in the world apply information systems or technology to government reinvention and increase their competitiveness. In this paper, we propose a theoretical model for the relationship between e-government and reinventing government. We also provide a summary of case studies of developed countries, such as USA, UK, Japan, Canada and Australia. Finally, for the advancement of e-government, some recommendations are made.
