Establishing Flexible and Streamlining Administrative Organizations-The Draft Amendments to Organizational Act of the Executive Yuan

摘要


為因應全球化發展及提升國際競爭力,行政院成立組織改造推動委員會推動相關作案,經參酌世界各國中央部會設置情形、組織改造職能檢討及中央行政機關組織基準法相關規定後,提出行政院組織法修正草案,其重點在於增強核心職能的傳統八部、因應新增政務需求的新興五部、統合協調個別政策的統合四會、提高決策規劃層級的院本部,俟該法完成立法後將可使行政院組織型態轉向精美、並可處理多元社會議題、有效控制公共支出規模、讓政府內部運作效率大躍升,進而建立全民期待的小而能政府

In response to globalization and improving national competitiveness, the Committee for Promoting Restruturing of the Executive Yuan were established in charge with the task of improving government efficiency. According to the Draft Amendments to Organizational Act of the Executive Yuan, the organization of the Executive Yuan was divided into four categories, including traditional 8 ministries: core responsibilities and functions to be restructured and reinforced; 5 new ministries: meeting new challenges and societal needs; 4 cross-ministerial councils: integrating and coordinating individual policies; Executive Yuan headquarters: upgrading decision-making level。 When the Amendments become effective, the Executive Yuan will offer quick and efficient services to the public, generate capacity-building to cope with new issues in a global era, effectively control the scale of public spending and clarify the role of government and improve government s functions and efficiency.
