摘要

公報制度攸關民眾權益，為資訊公開之一環，深受民主國家重視。本文擬探討英、美兩國公報制度，從其法制面、刊載內容範圍、銷售流通、資訊服務及加值作業等面向，瞭解制度規劃內容，並介紹倫敦公報及美國聯邦公報發行現況，作為我國公報制度規劃之參考。

A sound gazettes system has been emphasized in democratic countries since it is one of the major foundations for building an open government. This article gives a brief description on gazettes system in the U.K. and the U.S. government. The operations including legal basis, document categories, sales channels, information services and information valued are discussed. By reviewing the experiences from the U.K. and the U.S., Taiwan still has room for improvement.
