摘要

為使政府組織對於營運持續管理(Business Continuity Management, BCM)有更完整及清楚正確之瞭解，本文將以BCM國際指南PAS 56營運持續管理指導原則（Publicly Available Specification 56: Guide to Business Continuity Management，請參閱附錄4）之內涵及架構說明，包括BCM管理作為之原則及流程，祈對有興趣之政府組織提供正確清晰之輪廓。
其中包括：
•BCM的一般性框架並概述BCM涉及的活動。
•本文介紹之BCM指南(Guidance)適用於各種規模或産業部門的所有組織，並可應用於不同産業部門與文化。而各産業應依其特性發展有效且持續的BCM計畫。
•本文可協助BCM經理人了解並實施BCM計畫。各經理人可評鑑本文之BCM指南(Guidance)在其組織內實施情況，並確定組織之BCM適任性與能力。
•附錄提供部份具體參考資訊。

In order to provide a clear and accurate understanding of the BCM Business Continuity Management to all Government organizations, this article is to introduce the BCM international guidance PAS56 Publicly Available Specification 56: Guide to Business Continuity Management, reference to Appendix 4 based on the context and structure.
