面對國內外政治環境的快速改變,以及自由化、國際化全球競爭,使得政府必須加強創新求變,以維繫國家競爭力。資訊通訊科技在政府變革的過程中扮演關鍵性角色,政府資訊業務不僅是人民申請案件作業電腦化或辦公室自動化的推動,尚應從外在環境及業務策略發展的觀點,不斷的改善資訊服務品質,才能使政府資訊服務價值不斷向上提升,開創更優質的資訊與通訊環境,提供民眾更多元的電子化政府服務。本文從政府組織改造觀點談資訊業務改造,並參考國外政府部門與企業資訊改造的成功發展經驗,說明我國政府組織資訊改造的目標與推動策略與具體作為,以及當前行政院及所屬部會推動資訊改造現況,及資訊改造的預期成效與後續發展。
The domestic and international political environment changes rapidly in recent years. To face the competition of liberalization and globalization, the government needs to re-enforce its strength on innovating services for enhancing its international competitiveness Information and communication technology (ICT) plays a key role while the government performs organization reform Government's e-services should be not only for providing e-services to the people, but also for enhancing the respondance to external environment aligning with government's business strategic plan for continuously improving service quality Moreover, government e-services should be able to raise government service value constantly, and build up a high-quality information and communication environment that provides various e-services to citizens. From the point of government organization reform, this article elaborates the promotion of IT business transformation, with reference to foreign government's relevant experience and private sector's cases. The goals, strategies, and principals of government ICT reform are also elaborated. Furthermore, it also illustrates the progress, effectiveness and continued plans on ICT reform of he Executive branch agencies in Taiwan.
