隨著全世界人口老化的共同現象,長期照護需求大幅增加,多數國家皆積極推動長期照顧服務。我國自1998開始規劃試辦「長期照護管理示範中心」,期間雖歷經業務重疊的照顧管理中心,但自2005年起已統稱為「長期照顧管理中心」,以「單一窗口」制度,期使長期照護個案經專業評估及「個案管理」得到妥適之照護安排。在管理中心運作多年後,部分學者指出多數中心仍然無法發揮統籌管理的功能。為配合「建構長期照顧體系10年計畫」的推動,現應就管理中心執行現況進行檢討並對其未來發展提出建議。本文即整理國內外長期照顧管理中心運作之相關文獻,探討我國長期照顧管理中心運作之策略與現況,期望能提供政府單位制定相關政策之參考。
Responding to the aging of population, many countries have been working on constructing a comprehensive long-term care system. Following the worldwide movement, the government of Taiwan has implemented the long-term care management centers in each county since 1998. However, many have criticized the centers' function of one-step window and the resource/case management can't be realized. In order to cooperate with the 10 Years Plan for Constructing Long-Term Care System proposed by the Executive Yuan, it is crucial to examine the cur-rent operation status of the long-term care management centers and further aimed to suggest the future policies for direction and service models for these centers. The purpose of this paper is to thoroughly review the service models and the policies on operation of long-term care management centers, and to analyze current operation of the centers, and further to propose the appropriate service model for our long-term care management centers in Taiwan.
