日本科技前瞻研究對其科技政策內涵擬訂的影響

Effects of Science and Technology Foresight Research on Policy Planning in Japan

摘要


本文將分析日本科技前擔實際的運作內容,並探討其對科技政策產生的影響。從日本第3期科學技術基本計畫選定的8大重點發展領域,以及第8次科技前擔研究的結果,可印證科技前擔研究對於日本科技政策規劃所發揮的重要影響力。前瞻研究主要是結合基礎研究、技術及市場觀點來規劃未來的重點發展。而在最近這1期的科技前擔預測裡,重加強調技術的發展應與社會及經濟作有效的連結。這些研究的結果都反應在第3期的科學技術基本計畫中。另外,「創新25」的提出,更進一步強化技術的發展需和人性與生活作充分的結合。以這些背景作為科技政策內涵擬訂過程的依據與參考,設定優先順序,讓科技前擔研究的結果與政策規劃作有效的連結,並將資源集中投入具競爭性的領域,由上而下的政策決策,顯示科技前瞻研究對日本科技政策的內涵發揮了一定的影響與作用。

This paper provides an analysis regarding how science and technology policy planning in Japan are influenced by their foresight studies. Comparisons between the Third Science and Technology Basic Plan and the 8th Science and Technology Foresight Study clearly demonstrate that the results derived from the foresight study were instrumental in setting a stage for planning the science and technology policy in Japan. Accordingly, the priorities for research areas established in the Basic Plan are similar to that of the Foresight Study, they are based on considering not only the strength and trend of technological advancement relative to market needs but also the linkage between technology development and social economic concerns. In addition, the Innovation 25 proclaimed by Prime minister Abe provided further emphasis that the future development of technology should be integrated with humanity and lifestyle. These foresight studies and efforts thus provide basic information for a top down decision-making approach to establish the science and technology policy and to set up the priorities and emphasis of most competitive fields for studies and research in Japan.
