摘要

網際網路（Internet）近年來迅速成長，目前已成為全球最大的資訊網路。它的商業應用價值讓成千上萬的企業睜大了驚歎的雙眼。本文目的即在介紹Internet上的加值服務，並討論其中衍生出來的問題。作者首先就internet的歷史與現行資訊服務做一簡介，然後以「資訊公共事業」的哲學觀來探討，最近幾年在Internet線上加值網路服務相關領域所浮現的問題。基於這些現象的觀察，作者最後提出一些個人的省思。

Internet has grown and become the biggest information network in the world. Its commerce-related activities and services are interested to and promising for every business. This paper is aimed at introducing the value-added services on Internet and exploring the raising issues in the field. The authors first present the past and current status of Internet development. Next, the diverse value-added network services on Internet are introduced. Based on the philosophy of ”Public Utility,” the authors then explore several emerging issues on Internet. Finally, the authors wrap up this paper with a brief suggestion toward this topic.
