軍眷對於全民健保的認知、態度及參與意願之影響因素分析

摘要

軍眷在全民健康保險法中被歸類為第四類被保險人，相較於其他類別的被保險人而言，總數雖然不多，但所受衝擊可謂最大；而政府卻疏於針對這群遭受衝擊最大的族群就其特殊性而在教育宣導工作上研擬適切的衛生教育計劃，以解除其對全民健保的疑慮，爭取此一族群的認同和支持。本研究主要目的在於分析軍眷於加入全民健保前，影響其對全民健保的認知、態度及參與意願之因素。研究於民國84年2月以系統隨機抽樣方法抽取8,148位軍眷，採郵寄問卷法蒐集所需資料；共回收有效問卷數為3,089份。本研究發現軍眷對於全民健保的認知情形並不理想（總分為14分之量表，平均得分僅6.53分）；但有56.8％的軍眷表示贊成實施全民健保；以及有42.7％的軍眷表示願意加入全民健保。在相關因素方面則發現軍眷的教育程度、軍職人員官階，以及家庭總收入愈高者（亦即社會經濟狀況愈佳者），對全民健保的認知情形較理想；但表示反對實施以及不願意加入全民健保的比率也較高。另一方面軍眷對於全民健保認知情形較佳者，其預期全民健保對其所造成之預期衝擊也較小；而對全民健保的實施預期衝擊愈小者，也就愈支持全民健保的開辦。

The purposes of this study were to analyze possible factors affecting military dependents' awareness on, attitudes toward, and willing-to-enroll the oncoming National Health Insurance (NHI). Study samples were drawn from the Ministry of Defense dependents databse. Through systematic sampling, we chose 8,148 as our study subjects. There were 3,145 questionnaires received with a response rate of 38.6%. Based on the study findings, most of military dependents are lacking in awareness on the NHI related regulation, the average score is 6.53 (a 14-score scale). There are 56.8% of military dependents in favor of the implementing of NHI and 42.7% show their willingness to join the NHI if they had the option in enrolling the Plan. The study also find that military dependents with higher socioeconomic status are having better awareness on the NHI, opposing the implementation of the NHI, and unwilling to join the NHI if they had choice. Military dependents with better awareness on the NHI related regulation are more likely to perceive minor impact on the implementing of NHI Plan. The lesser impact perceived by the military dependents results in more positive attitudes toward the implementing of NHI Plan.
