本研究以傳統經濟理論作基礎,透過遊憩供給之彈性化Translog成本函數的建立,探討台灣地區遊憩區經營的經濟特性與效率等相關課題。經由將遊憩生產投入要素劃分為人事、營運、及設備維修等三大類的實證研究結果發現:台灣地區遊憩供給的生產技術呈規模報酬遞增之現象;由投入要素價格的成本彈性顯示,人事與營運價格變動對成本影響較大,設備維修價格變動對成本影響較小;各生產投入要素中,人事價格需求彈性最大,營運價格需求彈性最小,同時人事與營運及人事與設備維修間均呈替代的關係,營運與設備維修則呈互補的關係。最後由資本使用的分析結果顯示,公營遊憩區經營投資效率明顯不及民營遊憩區,同時藉由資本密集方式開發經營遊憩區,其遊客吸引效果並不如預期。
This study, based on the traditional economic theories, intends to explore the related issues of economic characteristics and efficiency to recreation operation in Taiwan by the Translog cost function. The input factors for recreation production are divided into three categories, namely labor, operation, and maintenance. The results of the empirical analysis include: firstly, the production technology for recreation supply is increasing returns to scale in Taiwan; secondly, the input factor price elasticity of cost shows that the change in price of labor or operation has more significant effect on cost than that of maintenance; thirdly, the labor price elasticity of demand is the greatest among the input factors, and, conversely, the operation price elasticity of demand is the smallest; finally, the relationship of labor and operation and that of labor and maintenance are substitutive, while that of operation and maintenance is complementary. In addition, the results of the analysis on the utilization of capital reveal that the operation efficiency for the recreational sites of state ownership is significantly lower than that of private ownership, and, furthermore, the tourist attractive effects cannot be reached at what are expected for those capital-intensive recreational sites.
