德國高科技策略-以奈米技術為例

The German "High Tech Strategy"-Nanotechnology Case Study

摘要


德國是全球奈米技術發展第三大國,僅次於美國與日本,亦是歐洲奈米技術發展第一大國。2006年,德國聯邦政府提出《德國高科技策略白皮書》(High-Tech Strategy for Germany),奈米技術即是其中最具高經濟效益的高科技領域之一。本研究透過文獻分析的方式,歸納整理德國發展奈米技術現況、SWOT分析、研發計畫預算配置、重要政策工具,而其中之政策工具相當具全面性,以市場與就業導向推動奈米技術研發、重視人才培育、正視潛在風險、建立多方的對話空間等為執行重點方向,並配合國際合作,使得德國奈米技術發展亦具成效,可作為我國推動「奈米國家型科技計畫」之重要參考。

Germany has good performances in nanotechnology development, and its related public funding, publications and admissions of patent applications being the most of European countries, are just less than USA and Japan all over the world. In 2006, the federal government of Germany launched White Paper ”High-Tech Strategy for Germany”, and it articulates nanotechnology as one of the 17 cutting-edge fields that will generate new jobs and prosperity in Germany in the future. This research gathers literatures about German nanotechnology development condition, SWOT analyses, R&D funding allocations and policy tools. German nanotechnology policies focusing on market-oriented and employment-oriented R&D, talent-incubating, potential risk management and opening dialogues between stakeholders, are considerably comprehensive that can be a good example for Taiwan.
