摘要

太魯閣－合歡山地區，極富地形景觀及動、植物資源，尤以大理石峽谷聞名中外。本區經行政院指定爲國家公園預定地之一，交由內政部規劃辨理。
規劃前期之土地評價有助於引進規劃之向。本研究係初步資源調查前之萌芽性土地評價，其架構中包括初期咨詢、生態與景觀資源評價、國家公園基本規格條列比較分析。隨後再討論社會因子及經濟因子的影響。無疑地，本區自然條件足可稍之爲國家公園。唯經濟開發行爲對本區之威脅甚大。因此任何工程開發必須進行詳細的成本效益分析。其中並應者考慮成本、社會成本。
國家政策擬定後，政府機構之間的衝突即可降至最小。機構之紛爭，不應造成國家公園開發建設的障礙。
