文化展演設施建設需求評估指標之研究

摘要

文化展演設施為屬社會優等財的重要公共設施之一，為建立一套文化展演設施建設區位評估機制，供政府決策參考，本研究以使用者需求觀點，考量地區間文化展演設施供應資源及使用需求差異，兼具「公平性」與「效率性」評估原則，透過文獻歸納法與層級分析法專家問卷調查，建立「文化展演設施建設需求評估指標」。為使本指標具備實務性，進一步運用相對需求評價法，提出計算模型及評估定量方式，以「文化展演設施建設需求指數」代表該地區對文化展演設施之需求程度。最後以台灣島地區劃分為三種生活圈層級進行實際案例操作，結果顯示與建設需求現況呈吻合。

Cultural related fine arts exhibition and performing arts facilities (C&Ps) are important types of public facilities and merit goods. In order to establish an evaluation index for the government on C&Ps' location selection process, this study perceives from user's requirement and considers the supplying resource and utilizing situation in different communities. The index are determined by research review and experts via using the AHP method. For applying the evaluation index, this study adopted an instrument of comparative priority of need in different communities and proposed a model with evaluation definitions. Finally, regions from Taiwan's island wide are selected to apply the required index of cultural related, line arts exhibition and performing arts facilities in the three classified levels. The results meet the real situation closely.
