摘要

本文旨在分析神話與行政倫理之間的關係。神話的作用之一，乃道德強化與行為的約制，就此點而言，即是以神話中天人感應，善惡報應之觀念，約束行政人員弗敢為非。而行政倫理之目的，消極上，欲使公務人員不敢違法亂紀;積極上，欲使其奉公守法。故神話與行政倫理之間關係密切，本文重心即是探討這二者之間的關係。本文研究的時間重點，置於明、清兩朝。全文分下列四部份探討1.剖析明、清時代神話之特色2.探討神話如何約束當時之大小官吏。其包含之子題，包括控制力量的來源、控制之方式二者；3.顯示神話所欲規約之行為與所欲指引之價值。4.神話對行政之作用與影響。即分析神話對行政人員行為的作用與影響。

This article intends to describe and analyze the myths in the Ming and the Ch'ing, and to understand the influence of them how to regulate and control the public adminstrators' behaviors. This article is divided into four parts: 1.studying the myths in the Ming and Ch'ing, and their characteristics; 2.interpreting the myths how to regulate the behaviors of public administrators: this part including the sources of influence of the myths, and the means of the myths to control behaviors; 3.expressing what kinds of behaviors and values the myths intending to regulate; 4. analyzing the fuctions and impacts of the myths on public administrators' behaviors.
