This article intends to describe and analyze the myths in the Ming and the Ch'ing, and to understand the influence of them how to regulate and control the public adminstrators' behaviors. This article is divided into four parts: 1.studying the myths in the Ming and Ch'ing, and their characteristics; 2.interpreting the myths how to regulate the behaviors of public administrators: this part including the sources of influence of the myths, and the means of the myths to control behaviors; 3.expressing what kinds of behaviors and values the myths intending to regulate; 4. analyzing the fuctions and impacts of the myths on public administrators' behaviors.
