In Richard C. Box's Citizen Governance Model, it has articulated a changing role of citizen, representatives, and administrators in public affairs, and proposed a vision of local governance in the future by criticizing the traditional administrative model. Such a model has also been attacked by the NPA and NPM in recent years, especially in terms of administrative reform, although both of them have major difference in their approach. We have already known much about the idea of citizen engagement, no matter whether they are attached to the same theoretical background. However, for the sake of going into detail with regard to the different governance structures, we would pay attention to the preliminary meta-analysis and then conclude what an ideal governance structure has, if possible, to adjust continuously to its institutional context.
