塔台人員的資源管理

Controller Resource Management

摘要


自航空業界發展以來,飛航安全一直大家所努力的目標,學者們在這方面提出了許多的改進方案。近年來,CRM的理論被發展出來,希望能透過團體間的資源運用,使飛航事件降爲最低,CRM訓練方法從設定內容開始,透過不斷的練習與回饋,使正確的觀念灌輸於個人的態度,並能活用於行爲之上,如此才能使整個CRM的訓練趨於完善。CRM並不祇適用於飛機座艙內的人員,對於塔台人員的訓練亦可適用,但其訓練的內容與飛航人員有所不同。飛航事件的發生常肇因於組員間的溝通不良,而組員又以機艙內人員與塔台人員間的溝通最易發生問題,所以如何維持溝通的正確與通暢是CRM訓練計劃中重要的一環。

Since the rapid development in aviation, flight safety has become the focus and many specialists have proposed programs to improve crew performance in flight environment. Dramatic improvements in flight safety have been made in the last few decade. Especially recent years, many theories of CRM have been developed. Hopefully, flight accidents will be decreased through the resource managenent among flight crews. The CRM training program starts with content setting. And then through constant practice and feedback, human attitude or behavior can be gradually modified by correct knowledge or procedures. The concept of CRM is not only applied in cockpit crews, but also in air traffic controllers. However, training of air traffic controllers and flight crews are different. Most of accidents resulted from bad communication among crews, especially between flight members and air traffic controllers. Therefore, it is apparent and important to set up training for air traffic controllers in order to maintain the accuracy and fluency of communication.
