The purpose of this study attempts to investigate the local police organization in terms of its formal institutions, community ecology, and every-day-life interaction. Qualitative approach is employed to explore the actual situation between local and cross-jurisdiction criminal investigation cooperation. The results show that street-level police forces have developed specific detective communities to encounter challenges or difficulties, which is beneficial for them to manage different cases, and also makes criminal investigation predicable. However, it may hurt the social conditions promoting cross-jurisdiction investigation cooperation.
