優良而可靠的人力資源爲任何組織最重要的資產,人力資源不但爲企業運作的中心,更是統合其他資源與強化企業競爭力的動力源。從工業先進國家各成功企業的範例中,均能看出人力資源的良寙在強勢對抗中所處的重要地位,企業的生存繫乎於人力資源的表現,而人力資源發展也已成爲企業組織維持與提昇人力資源質量的必要策略和活動。 企業培養人才的口號一直都存在,但限於資源和其他因素,能落實的企業並不多,挖角的惡習仍然存在。近年來,各級企業對人力資源發展的概念和作法則有較普遍、正確、具體的作爲。目前臺灣的企業培育人才的作爲雖值得肯定,但訓練專業人才不足,企業決策者、員工、和顧客對人才培訓的冷淡態度,將是未來企業發展的重大障礙。
Reliable human resource with high quality is the most precious asset of any organization. Human resource runs as the center of an organization, it further becomes the basic power source by managing other resources and promotes organizational competitiveness. The performance of human resource has become the life-and-death matter for every organization, meanwhile, the processes of maintaining and developing its human resource are recognized as the necessary strategy against intensifying business competition. The idea of developing human resources has existed for many years but not many companies really put it into action. Head hunting and buying out competitors' best people are still important business practices in Taiwan but more and more companies show concrete action in developing their own employees. Even though the current HRD practices were recognized, the insufficient training professionals, indifferent attitude from decision makers, employees, and customers toward corporate training would be the major obstacles in organization's future development.
