APEC“提前部門別自由化”(EVSL)之跨國一般均衡分析

摘要

為求瞭解EVSL提案的實施對台灣與APEC主要會員國在國際貿易、總體經濟與主要產業的可能影響，本文以全球貿易分析(GTAP)模型，參照EVSL提案的內容，進行各會員國相關減讓清單的關稅減讓，藉由模擬結果分析EVSL關稅減讓對台灣與APEC主要會員國間貿易的影響及對台灣總體經濟及主要相關產業之影響。
模擬結果顯示，純從總體經濟指標變動的觀點而言，似乎採漁產品排除在EVSLA+清單方案對我國較為有利，不過，若從產業消長變動與進出口的模擬結果，採漁產品排除在EVSLA +清單方案未必對我國漁業部門有利。漁產品是否排除在EVSLA+清單方案之外，仍需從更深的層次來分析，例如將漁業部門進一步分遠洋漁業、沿近海和養殖漁業，用單國CGE模型或漁業部門模型來探討。
至於食品是否應排除在EVSL後續A清單，就我國而言，很明顯的，無論從產業產出、進出口結構變動的觀點或從總體經濟指標變動的觀點而言，我國均不宜在第二階段將食品部門（包括蔬菜及水果、其他作物、肉類製品、肉類製品、乳製品、米、糖、其他食品、飲料及煙酒等）排除在EVSL後續A清單之外。
但若改由油籽及油為探討排除與否的對象時，可發現台灣的油籽及油脂部門之產出、進出口與總體分析時的結論一樣，那就是把此部門從A清單中排去，對台灣來說是一個有利的策略。上述不同情境的模擬，其總體經濟與產業產出的跨國經濟影響評估結果，若進一步考慮政治經濟學有關特殊利益團體的運作情形，則模擬結果未必與APEC會員體政治立場的現實情況不符。

EVSL is one of the most debated APEC initiatives. The list of liberalization consists of more than three thousand items and its impact covers almost all sectors of the economy. Using GTAP (Global Trade Analysis Project) model and its version 4 database, this study found that the impacts of APEC EVSL are different by sectors and by countries. In the case of Chinese Taipei, it is estimated that exclusion of fish and fish products from A+ list may be beneficial initially according to macroeconomic indicators. However, the longterm effects remain to be explored. The exclusion of food sector shows negative initial effects in term of macroeconomics but the impact on the agricultural sector is not clear. Excluding oilseeds, on the other hand, demonstrates a clear improvement in Chinese Taipei's trade balance and terms of trade.
