新農村建設試點與藏村旅遊發展──雲南香格里拉納帕海濕地保護區納帕村旅遊規劃策略與污染防治

本文期望以雲南香格里拉納帕村做為新農村建設的示範村落，這是以村集體做為推動單位的永續農業村落。作者們提出「負責任旅遊」規劃，試圖結合藏村脫貧、環境保育、以及藏族常民文化保存等三個目標，並將構想落實在藏式建築旅遊房增改建、污染防治措施等執行方案之中。2007年夏天，規劃與設計團隊中的台灣大學建築與城鄉研究所團隊成員，提出以「負責任旅遊」計劃，協助納帕海納帕村藏區居民的日常生活脫貧，因此，居民得以自行約束盜伐林木，保育生態環境。然後，規劃團隊以兩天的時間，提出塔村與納帕村的旅遊戶示範改建設計，做為先期計劃，推動小尺度負責任旅遊的實質空間設計。期望能獲得政府小額貸款，落實執行，並做為日後進一步推廣至其他家戶的參考。最後，規劃與設計團隊中的台灣大學環境工程研究所團隊成員則針對居民所長期擔心的納帕海水質提出了初步調查與分析，提出地方政府改善水污染的建議。這樣，納帕海的納帕村就也可以算是朝向可持續發展的永續農業村落了。

The paper proposes Napa Village in Shangri-la, Yunnan towards a village of permaculture, or, a ＂perma-village＂ through the collective unit of village. The project of responsible tourism integrates three objectives such as poverty reduction, environmental conservation, and preservation of Tibetan folk culture. The project will be implemented through a project of Tibetan building addition for tourist and a proposal for environmental pollution treatment. The planning and design team proposes a responsible tourism as a poverty reduction program, thus the residents will restrict themselves to illegal lumbering for ecological conservation. Then, a model of building addition for tourist was proposed as a physical design for small scale responsible tourism implemented by a small loan from government. Finally, the planning and design team also proposes water pollution treatment improvement based on a preliminary survey. Therefore, Napa Village of Napa Wetland could be considered as a perma-village towards sustainable development.
