摘要

為了達成總體經濟效率－醫療費用合理成長的目標，全民健康保險依法應建立國家總額預算制度，但直到1996年11月8日全民健康保險醫療費用協定委員會（簡稱費協會）才正式成立，成為保險付費者與醫療供給者雙方，共同決定全民健保年度醫療總額及部門預算分配的平台。2013年元月1日，隨著二代健保的施行，全民健康保險委員會取而代之成為新的總額協商平台，而費協會則同時走入歷史。本文旨在回顧費協會的成立背景、組織及任務、重要業務成果，以及協商經驗，為歷史留下記錄，並供新制運作參考。

Taiwan's National Health Insurance (NHI) is mandatory to institutionalize a national global budget system to achieve the objective of macro-economic efficiency-health care cost increasing at a reasonable level. Yet, not until November 8, 1996, the Medical Expenditure Negotiation Committee (NHI-MENC) was established to serve as a platform for both NHI premium payers and healthcare providers to negotiate the annual budget of NHI and its sector budget allocation. On January 1, 2013, with the Law of second generation NHI came into effective, the NHI Committee was inaugurated to replace the NHI-MENC as a new negotiation platform. The purpose of this article is to review the history of NHI-MENC, including its background, organization and missions, major activities and achievements, and negotiation experience and its implications.
