摘要

本文分析中國大陸當前的政府治理議題。透過與公司治理機制比較研究，本文指出現今中國大陸政府治理的主要局限，在於太過強調和依賴內部機制，缺乏外部機制的配合。因此，中國大陸的政府治理無法有效解決組織內的主要弊端—「委託－代理」問題。是以，構建可行的外部機制，是中國大陸未來政府治理改革過程中亟需應對的課題。

The purpose of this paper is to analyze government governance in transitional China. Through a comparison with corporate governance, we point out that the limit of the current China's government governance heavily emphasizes and depends upon internal mechanisms, and lacks external mechanism. Therefore, China's government governance cannot effectively counteract the main drawback of a hierarchy- the principal and agent problem. China must build a viable external mechanism that will become the key issue which China's governance reform addresses.
