摘要

本文研究那些變數會影響我國中央（內政部）、縣與鄉三級政府審議辦理細部計畫案所用的天數，就計畫內容類的變數而言，細部計畫案的計畫面積與人口會增加鄉級審議辦理天數；到縣級，只有計畫面積；到中央，這兩個變數都不會。開發方式採市地重劃的細部計畫案，可降低鄉級的天數；在縣級，則是採用區段徵收；在中央，開發方式不會影響其天數。人民或團體陳情案件數，與內政部自己擬定的案件，會增加中央的天數。就政黨政治類的變數而言，審議期間縣（市）長異動，確實會增加該細部計畫案在縣級的天數，但不至於影響中央級的天數。內政部頒布簡化審議時程命令後，會縮短中央級的天數。就組織人力類的變數而言，在鄉，業務主管具有都市計畫背景可減少天數。在縣，都委會委員人數，業務單位每人平均負責主要計畫面積數，與承辦人承辦業務年資都會影響天數。研究結果顯示影響這三級政府的解釋變數，不同的居多，相同的少；所以不同級政府在審議辦理細部計畫案時確實各具特性。

The paper tries to determine what variables affect the number of days to complete the process of reviewing detailed plans for the three-level governments, i.e. the central, county, and country government. Among the variables relating to the attributes of plan content, both planning acreage and population increase the duration of the process in the country; only planning acreage, in the county; both variables will not, in the central. For development measures assigned in the detailed plan, land readjustment reduces the duration in the country; zone expropriation, in the county; none of them will do in the central. The two variables of the number of petitions proposed by the citizen or parties, and the detailed plan reviewed and proceeded only by the central increase the duration in that government. Among the variables relating to party politics, a change of county leaders during the reviewing and proceeding process increases the duration in the county; that does not in the central. A decree to shorten the process issued by the central does decrease the duration in it. Among the variables relating to personnel, the director of the department responsible for the planning who has a formal planning degree reduces the duration in the country. In the county, the number of the commissioners on the city planning commission, the average acreage of the master plans monitored by the personnel, and the career years of the personnel responsible for the detailed plan affect the duration. The study shows that among the variables affecting the duration in the three-level governments, most of them are different, few of them arc same. This implies that different levels of governments carry unique nature in its own right in reviewing the detailed plans.
