由於社會民主化與多元文化的興起,對於尊重差異、尊重少數族群的人權理念逐漸受到重視,弱勢族群也逐漸發出他們的聲音,加上學者專家的研究與傳播媒體的深入報導,越來越多的人意識到弱勢族群所遭受到的不平等待遇,而原住民學生的教育問題也日益受到社會各界的關切與重視。事實上,教育機會均等的理念不僅是世界的潮流,也是我國教育的一貫政策。然而,在這一連串的教育補助政策中,是否真的合乎所謂「教育機會均等」的原則?在這多元化的社會中,我們應該怎樣使有限的教育經費,以發揮最大的經濟效率?應該提供哪些積極性差別的待遇,讓每一住原住民學生都能享受到公平的教育機會?這都是本研究所欲探討、思考與釐清之重點。
Because of the society democracy and multiculture are rising and developing, the ideal of esteeming the human rights of the minority races is paid more and more attention. More and more people senses the weak races to be subjected unequal treatment. In fact, the ideal of the education opportunity equality is not only the tidal current of the world, but also the consistent policy of Taiwan education. Is the series of the education subsidys really correpond to the principle of the education opportunity equality? And how to let the limited education funds make maximum economic benefits? This is the weight-bearing point of this article want to confer.
