本文的目的在於為我國的社會行政組織調整規劃一個可行的方向。我國的社會行政組織調整經歷了十五年,已經到了不得不做決定的時刻。本文首先回顧從1949年以來到現在為止,我國社會行政組織的變革,從衛生、社會、勞工三個行政體系都隸屬於內政部,到衛生署成立,再到勞工委員會設置,以至精省以來的演進。其次,審視自1987年以來「行政院組織法修正草案」中有關社會行政組織的調整提案,包括衛生福利部、厚生部、社會福利與衛生部、社會福利與勞動部、衛生與社會安全部等,並分析其合適性。接著,舉工業先進國家為例,作為我國調整社會行政組織的參考。作者主張先將衛生與社會行政合組部會,但應避開名份之爭,俟業務嫻熟後再思考與勞工行政合併。
This article is to propose a new social welfare department, the Department of Health and Social Affairs, to Taiwanese government. Since 1949, the Social Affairs Administration has been set up under the Department of Interior. However, with the enacting of social legislation and increasing of social spending in the last two decades, this small and low-level social administration department has been criticized for failing to response the rapid social change. Therefore, the Executive Yuan has decided to remodel its organizational structure since 1987, in which a new Department of Health and Welfare has been proposed. Unfortunately, the social work community rejected this proposal because of its name and content. Almost the same time, the Executive Yuan withdrew that proposal from the Legislative Yuan due to the necessity to redesign a brand-new bureaucracy. Thereafter, although there were some new ideas initiated, it is still a pending question nowadays. Thus, this paper reviews the development of social administration in Taiwan and examines the momentum of the establishment of social administration department. At the same time, this paper introduces some reform experiences from other industrial countries around the world as samples for contributing to the remodeling of the social administration with the reinventing government in Taiwan.
