摘要

本文將探討世界金融監理的潮流，包括財政與金融分業的金融監理以及從機構別轉型為業務別的功能性管理。同時，本文將從金融監理一元化與金檢一元化的金融管理新趨勢，提出金融監理應有的功能定位以及我國現階段推動金融監理再造可能面臨的問題，進而提出各型金融監理機構的模式並比較其優缺點。

This paper investigates world trends in financial supervision, including the separation of treasury and finance and the shift from departmental regulation to functional regulation. Based on the trend toward integration in financial supervision and examination, this paper proposes the adoption of a functional approach to financial supervision and the problems that may occur when we restructure the financial supervisory framework in Taiwan. This paper also discusses various financial supervisory institution models and weighs their advantages and disadvantages.
