加速我國洽簽自由貿易協定之建議－2003年PECC貿易論壇會議之啟示

摘要

基本而論，我國簽署FIA的主要目的有二：經濟目的為希望藉由FTA之簽署，增強我國與主要貿易國之經濟互動，而政治性的目的，則是希望增強我國與他國的交流互動，不可諱言地說，我國在簽署FTA的過程中，受到相當程度的非經濟因素干擾：一般經濟體在擔心中國反應的情況下，不是低調回應，便是消極地採取先觀望他國反應的態度，雖然，這對我國短期經濟不會造成強烈顯影，但是，若我國薟署FTA遲遲未有進展，勢必對我國長期經濟發展，造成衝擊。因此，參與2003年PECC貿易論壇會議，思索加速我國洽簽FTA之策略，本文作者藉由其主要建議有三：一、掌握學界對FTA之相關研究趨勢；二、側重於美國目前簽署FTA之動機分研究新加坡成功簽署FTA之因素，以調整我國洽簽FTA之準備。

Generally speaking, there are two main purposes of Taiwan to sign Free Trade Agreement (FTA). One goal is to enhance the economical correlation with other economies by signing FTA. The other aim is to improve the political relation with other countries. The status quo shows that Taiwan faced non-economic obstacles, which results from the objection from China. It follows with obtuse response from other economies, due to the fear of irritating China. The paper finally provides three advices for Taiwan to accelerate FTA signing: (1) keeping in touch the academic trend on FTA, (2) focusing on the motivation analysis on US's signing FTA, (3) analyzing the successful factors in Singapore case.
