推動國家標準國際化之涵義及效益

摘要

國家標準對於國內產業的發展而言，實扮演著「引導」的重要角色，而面臨全球化市場劇烈競爭環境，相關國際性／區域性經貿組織如世界貿易組織(WTO)／亞太經濟合作會議(APEC)等，均積極推動標準調和，以消弭技術性貿易障礙，有鑑於我國經濟發展端賴對外貿易之拓展，因此，為協助國內產業順應國際化與自由化的趨勢，此時扮演引導產業發展先峰的國家標準必須率先進行國際化；爰自民國84年起，職司國家標準制定之經濟部標準檢驗局，即著手推動國家標準國際化，一方面積極參與相關國際標準組織之標準化活動，充分掌握相關國際標準的發展與脈動外，同時積極進行標準相關法規朝向國際化調適，加速國家標準與國際標準相調和等工作，藉此引導國內廠商生產符合國際標準之產品，以有效提升我國產業之國際競爭力，進而藉助經貿實力的延伸，突破中共強力阻撓的障礙，拓展我國際發展空間。

National standards play a crucial role in leading the development of domestic industry. In recent years, the flow of trade has been found to be blocked by technical barriers resulted from the application of different standards. With a view to reducing such barriers and to facilitate trade, harmonization of national standards with international standards has been included as one of the main targets by important international and regional organizations. Having recognized the importance of export trade to our economic development and the imminent need for internationalization and liberalization, the Bureau of Standards, Metrology and Inspection (BSMI) in charge of standardization planning in this country took the initiative of harmonizing our national standards with relevant international standards in 1995. To speed up the process of internationalization of our national standards, the BSMI not only modified standards-related regulations to respond efficiently to the need of industry, but also participated actively in international standardization activities to obtain updated information on the development of international standards. It is hoped that our move in this direction would help our industry compete successfully in the world market by manufacturing products in compliance with the requirements of international standards, and further help enhance our economic strength that would enable us to take a decisive position in the international trade community in spite of difficulties resulted from political constraints that we have faced.
