The European Constitution has been completely established by the twenty-five state members of the European Union on October, 2004. To recall the development of the European Union: It has been over fifty years from the Paris treaty to European Constitution. The New European Constitution contains 448 articles, four main chapters, covering the systems and the operations of the European Union, power distribution and authority allocation of the state members, establishing policies and practice, combating the European general values and human rights etc. At present, the twenty-five state members have gradually completed domestic voting to accomplish the legal procedure prior to the effectiveness of the European Constitution. This research is focused on the consequence and the significance of the establishment of the European Constitution, the power distribution of the European Union, and its main objective of the twenty-five state members of the European Union.
