摘要

一、改革開放後，越南整體國力顯著提升，對南海的開發也越來越積極，並且還大舉建設海軍，以為其武力後盾，使原本即以紛爭不斷的南海局勢更加複雜。二、越共「八大」，正式確定了「結合國防安全開發海洋的潛能，發展社會經濟，保衛祖國海洋」的「海洋戰略」，使越南海軍積極更購置新式艦船，強化了戰力，對南海諸國造成壓力。三、「南海各方行為宣言」簽署國之行為與宣言內容背道而馳，形同各說各話的局面，南海爭端仍然無解，甚至在爭端國說一套作一套的情況下，紛爭越演越烈。
