In this study, we built up the integrating of early intervention service model by using literature analysis, interviews, group discussions, observation, and focus groups. By interviewing the practice staffs who work in disability agencies with early intervention, we tried to understand the current situations and problems they encountered for implementing early intervention. These agencies located in 4 areas (northern, eastern, central, and southern). With these staffs' opinions and 21 times working conferences held by research team, we completed the integration of early intervention services and built up the service model with appropriate operation processes to help early intervention day-care institutions to enhance their service quality.
