摘要


由於嚴重急性呼吸道症候群疫情的發生,原訂於2003年4月12日在臺北舉行的亞洲無喉者協會聯盟常設委員會第二十屆會議取消了。經過了一年的耽擱,這個會議才於20俱年4月舛日恢復舉行。在會中我們檢討了2003年的會務活動,也審查了2003年的財務報告。同時通過了20俱年的活動計畫和預算,並決定下次會議將在香港舉行。這次參加的國家有孟加拉、香港、印度、印尼、日本、韓國、馬來西亞、尼泊爾、巴基斯坦、新加坡、臺灣和泰國。無喉者亞盟的領導國日本負擔主要的經費。由於喉保留手術的進步,全喉切除術已竹較以往少做,新增的無喉者人數也逐年減少,但是在亞洲的開發中國家尚有許多無喉者需要無喉者亞盟的協助來做發聲復健。整個會議在各項重要議題取得共識後圓滿落幕。

The Standing Committee of the Asian Federation of laryngectomees' Association (AFLA) for 2003, which should have been held on April 12, 2003 in Taipei was cancelled due to the outbreak of Severe Acute Respiratory Syndrome (SARS). After a delay of one year, we held the meeting on April 24, 2004. We discussed the activities conducted in 2003. We audited the financial reports of 2003. We approved the activity plan and budget of 2004. We elected the officers. We also decided the host of the next Standing Committee Meeting would be Hong Kong. The 12 nations that attended the 20th Standing Committee Meeting were Bangladesh, Hong Kong, India, Indonesia, Japan, Korea, Malaysia, Nepal, Pakistan, Singapore, Taiwan and Thailand. Japan, the leader of the AFLA, assumed sole responsibility for all meeting expenses. Due to the advancement in surgical techniques, total laryngectomy is nowadays seldom necessary, thus the number of laryngectomees has been decreasing year after year. Nevertheless, in developing countries in Asia, laryngectomees still need the help of the AFLA for voice rehabilitation. The meeting closed after a consensus on important issues had been reached.
