民進黨立法院黨團的黨鞭制度

摘要

本文以民進黨立法院黨團的黨鞭制度為探討主題，嘗試就其形成、組織、功能及變革做一初步的介紹與分析。必須指出的是，由於我國法律對黨鞭的規定甚少，因此其容有廣闊的政治動態運作空間；而作者限於時問與能力，並無法對其複雜的政治運作從事廣泛的實證調查。因此在分析的素材上，作者以西方國會黨鞭制度、現行法制規定、民進黨黨鞭制度與重要文獻資料為主，並輔以相關人士訪談，期望能從中一窺民進黨立法院黨團黨鞭的成員特徵、制度精神與基本運作方式。

This article focuses on the DPP's whip system and its operation in the Legislative Yuan. It attempts to introduce and analyze the formation, organization, function, and change of the whip system. Limited by time and ability, the author is unable investigate the complicated operations of the whip system in detail. The approach for analysis majors in the Western's whip system, law institutions, the DPP's whip system, some important documents and interviews. The purpose of this article is to explore member characteristics, spirit of the institution and basic operation of the DPP's whip system.
