台灣的地緣戰略

The Geo-Strategy of Taiwan

摘要

本文以古典地緣政治研究方法，回顧台灣歷史上的客體地緣政治，認爲台灣的國家安全必須維繫台灣島生存與海上交通線的暢通，並提出台灣的地緣政治密碼：在地層次爲落實民主自由制度、雙邊層次是取得海峽防衛優勢，區域層次則融入海洋同盟運作。本文以島嶼‧海洋國家爲出發點，確認台灣的國家利益是自由民主的生存與安全基地，且因應戰略縱深不足與高度依賴貿易，必須控制周圍海域和享有交通線的暢通爲生存基礎。在確認中華人民共和國是台灣的生存威脅後，台灣需要善用亞洲地中海的北方扼制點、海陸勢力的交會前緣與海洋轉運站的優勢，結合民主、自由與繁榮的海洋國家，組成具有軍事、外交、政治與經濟關係的海洋同盟，以東亞區域最重要的美日同盟爲核心，維繫台灣的國家生存與安全。

Taiwan has no geo-strategy. Taiwan's national security strategy is deficient in geographical reality and thought. This article aims to emphasize that Taiwan's national security is dependent on survival and unimpeded ocean lane. Therefore, Taiwan's geopolitical codes should be as follows: implementing institutional democracy and freedom in local level, acquiring defense advantage of Taiwan Strait in mutual level, and acceding to Ocean Alliance in regional level. These geopolitical codes construct the geo-strategy of Taiwan and ensure state's significant goal in international politics-survival. In reality, People's Republic of China (P. R. C.) menaces Taiwan's security and survival. To deal with P. R. C.'s threat, Taiwan need to take the geopolitical advantages of north chokepoint of Asiatic Mediterranean, frontier between land and sea, and oceanic transfer post for the first step. Therefore, Taiwan can safeguard national survival and security by collaborating military, diplomacy, politics and economy of USA-Japan Ocean Alliance.
