摘要

自專制獨裁的蔣介石死後至今近40年，台灣歷經許多的政治變局，從美麗島事件、解嚴到憲政改革等，邱垂亮正好躬逢其中。他以書生論政方式時而振筆闡述民主，卻又不忘初衷到處助選演講。他這位自由民主人，堅持了40年的民主，曾經徘徊在文化決定論與制度民主化理論之間，最終他堅持法治與制度主義的民主方法，極力反對各種濫情與空調的政治口號。他堅信，政治目的是自由、平等、博愛、人權、人道、人民的利益，任何能達成政治目的的政治程序，就應該接受和支持。這篇論文除了探討邱教授的理念外，亦闡述民主政治的本質，如同文中論述，或許，民主是除了國防以外，另一個可以確保台灣國家安全的方式。

For the past 40 years since the death of the dictator Chiang Kai-shek, Taiwan has experienced a series of political changes, from the Kaohsiung Incident, lifting of martial law, to constitutional reform, Chiou Chwei-Liang has been present on the grand occasion. He was not only promoting democracy by writing political commentary, but also personally involving election campaigning from time to time. Although he is such a believer in freedom and democracy, he used to hesitating in-between the ideas of cultural determinism and institutional democratization. To the end, he insists the democratic methods in which rule of law and institutionalism are the key components. Besides, he also strongly opposed to melodramatic political slogans. He firmly believed that political purposes should include freedom, equality, fraternity, human rights and humanitarian interests of the people. Any political process should be accepted and supported in order to reach political purposes. This paper explores professor Chiou's idea of democracy and the nature of democracy. As discussed in the context, except military defense, democracy is probably another approach to ensure Taiwan's national security.
