摘要

烏克蘭是連接東歐與西方國家的樞紐，其動向是東歐－甚至是中歐地區穩定與否的關鍵。2014年克里米亞危機中，由於烏克蘭長期以來與國際和區域組織泛歐洲國家安全合作而逐漸發展的集體安全體系，讓此次危機因多國的聲援與協助不致於嚴重惡化。但是，此次危機卻顯現烏克蘭國防武力接受文人控制機制並未落實於軍人的實踐上，烏克蘭未來國防改革與發展過程除了必須解決經濟困難導致的影響之外，文人控制制度的實踐應該是其努力的優先目標

Ukraine is a key hub which links Eastern Europe and the Western countries. Its stability could affect the stability in Eastern Europe and even central Europe. For a long time, Ukraine has been working with international and regional organization on national security, and has developed the Collective Security System. Therefore, during the 2014 Crimean Crisis, it did not deteriorate with the support and assistance from many countries. However, the Crisis did show that Ukraine's civilian control of defensive forces was not actually reinforced. In the future improvement and development of national defense, in addition to solving the economic downturns, Ukraine should put the enforcement of civilian control of the military as its priority.
