In recent years Higher Education Students' Rights is one of the core issues discussed. To achieve students to be respected in higher Education, to develop independent thinking, voluntary action and respect for others, the outline of this paper is develop according to the concept of empowerment. This survey is conducted by using qualitative methods. By purposive sampling method, take 9 students as the survey participants, through semi-structured in-depth interviews to collect relevant data. The survey findings as below: the development factors of Students' Rights Consciousness level not only Special Power Relationship but also traditional values, social atmosphere and the awareness of essential rights. Most importantly it is the student government organization's experience that affects student identity students' positive attitude towards student rights, and actual participation. Through this study in order to improve student government association's counseling work.
