臺灣治水綱要研擬規劃研究

A Study Drainage Master Plan in Taiwan

摘要


近年來極端降雨事件與颱風降水往往造成都市淹水,導致重大的社會經濟損失,本文將由都市總合治水之觀點,探討適合臺灣水文地文特性之都市防洪總合規劃與減災治理策略。首要針對計劃區進行詳細環境與社會經濟層面調查,同時深入評估國內都市防洪現行作業方式、參考國外之都市防洪思維與作法,整理國內設計不足之處,整理出合適的防洪標準。最後以臺北市文山區作為研究案例,此區近年來淹水事件頻傳,有必要針對該區域排水系統進行檢討。據此對文山區排水系統設計進行逐項檢核提出改善建議,檢核結果建議區域排水設計提高,交叉排水工程重現期則在鄉道部分相對不足應加以補強。路面排水系統於設計強度明顯不足,過去數次淹水紀錄之降雨強度均超過部分路段設計最小值,建議優先加強文山區路面排水設計。另外建議設置低衝擊開發設施將有害逕流排除,最後可藉由相關經驗積極推廣都市排水計畫,排水分區現況對於其設計之最大設計重現期能否達到允許出流量標準及能否有效控制其他設計重現期之允許出流量,為各排水分區出流量控制重要關鍵。

The extreme precipitations and typhoons have caused inundation events in urban and heavy economic losses for recent years. This paper discusses the drainage master plan and urban flood control suited for Taiwan from the perspective of urban comprehensive flood control. In order to maximize the profit of urban drainage system and reduce the environmental impact, we investigated the environment and social-economic of planning district. The study assessed the present drainage projects in Taiwan, and referred to the drainage master planning from other countries. The results can draw up the appropriate drainage master plan for Taiwan. At last selected the Wenshan district of Taipei city, Taiwan, In recent years this area frequent flooding events. It is necessary to review the drainage system for the region. Accordingly finishing Wenshan district recent flood event of large-scale, Wenshan district drainage system design itemized inspection And make recommendations for improvement. Based to our proposed drainage master plan, this research indicates the designed flood frequency of surface drainage is obviously insufficient in Wenshan district. And including regional drainage system, cross hydraulic are advised to enhance. than should active settings LID, for protection and water recycling until damaging flow. Finally, can actively promote urban drainage plan by experience, drainage district status for the design of its maximum design frequency can achieve the standards and allows the ability to effectively control the flow of other flooding. Its important for each drainage district control the flooding.
