Upon disaster striking, intelligence and information interpretation is an essential task for emergency operation center. Effective interpretation on intelligence and information can help the EOC (Emergency Operation Center) commander to make precise decisions. For the local EOCs, acquiring and interpreting intelligence and information is an important issue, and it may need academic institutions to assist local government to fulfill the task. This paper explains the processes of how the Urban Adaptive Planning and Disaster Mitigation Design Research Center, Ming Chuan University to assist Yilan and Kinmen EOCs during typhoon disasters in intelligence and information interpretation. The demands and applications of intelligence and information interpretation are discussed to illustrate the role and functions provide by an academic institution.
