人口高齡化與老人福利措施－韓國經驗的初步分析

摘要

相較於歐美先進福利國家經過百年長時間邁入高齡社會，如今韓國社會面臨人口快速的高齡化，無論對於國家、社會、家庭、個人都將引發新的需求與問題，成爲政府及民間關注的焦點。本文以文獻研究法，對韓國人口高齡化與老人福利服務的議題作初步的探討，包括韓國人口高齡化的發展趨勢、所引發的需求與問題，以及韓國為因應高齡化社會，在行政體制、經濟安全、健康維護、生活照護等四大面向所採取的措施，最後並以韓國老人福利措施的特色與挑戰作結語。

This study attempts to do research on improvement measures in enhancing social welfare service for the elderly in the Korean population ageing of the 21st century. This study is focused on investigating the current state of the major elderly welfare policy and provision, finding out to what extent the relevant welfare regulations are implemented such as pre-elderly administrative system income, medical treatment, etc.
