This research aimed at the application scopes of an experimental plan-mobile homebook in elementary schools, Kaohsiung and the impeditive factors in the plan. According to the above description, there were two purposes in this research. 1. To explore the application scopes of the experimental plan-mobile homebook. 2. To proposes the impeditive factors of the plan-mobile homebook. Through the research method, Delphi, the following conclusions were listed: 1. Implementing the communication immediately between teachers and parents. 2. Investigating suggestion's tool for tuitors to get in touch with parents. 3. Providing the inter-dynamic platform, and incorporating the technology concept into teaching. 4. Promoting the image of school by means of using the new developing technology. 5. The internet's limited bandwidth would influence the result of usage. 6. Whether teachers had enough technology usage's ability and there were enough equipment, would influence their willingness to use the home-book.
