This research was made through the documentary analysis approach of the law barrel viewpoint to discuss the process and effect of the promotion of tug of war and the conditions of wining awards, under the policy and subsidy issued by the ministry of education in the past 7 past years. The object of study was all school teams of the workshop of competition, trainers and referees and the academic seminar of students, teachers and trainers which join the annual tug of war activity held by ministry of education. The research period was from 1998 to 2005. The result indicates that with the policy support, fund investment, reserve support, the development of the quality of quantity of all levels of teams and scientific research and building of training space from ministry of education create the favorable condition of our tug of war to compete internationally.
