台灣醫療機構執行國際醫療轉送-2009~2012年回顧分析

The Medical Institution Executed International Aeromedical Transport in Taiwan-A Retrospective Analysis between 2009 and 2012

摘要


病患因醫療需求所進行的轉送,其過程應視為個案離開原醫院的醫療照護延伸,國際醫療轉送需面臨航空之醫療環境,轉送之困難度高於一般院際間的轉送,故有以醫療機構為主體的國際醫療轉送體制之需求。本研究探討台灣國際醫療轉送的發展及趨勢,研究結果顯示,轉出國家包含亞太地區及歐美,轉送模式也逐年改變,以醫療機構為主體執行國際醫療轉送,四年內轉送的成功率達100%,這是未來醫療國際化的趨勢,也是醫療體系應盡之社會責任及義務。由本研結果亦顯示,以醫療機構為主體的國際醫療轉送團隊不但有其必要性,在近年亦有優異的表現,擁有各專科的醫護人力以及醫療資源是其強大的優勢,對於急重症病患的緊急國際醫療轉送由醫療機構規劃主導是未來重要的趨勢。

The process of the transport which is due to the medical need of the patient should be seen as the medical care extension of his or her leaving the original hospital. International aeromedical transport has to face the medical environment of aviation, and its difficulty is different from the transport among hospitals. Therefore, we need an international aeromedical transport system which takes a medical institution as the main part. The results of the study provide the important information for the future development of international aeromedical transport in Taiwan. The organization offer transport to many other countries, including Asia Pacific Zone, Europe and America. Taking a medical organization as the main part to execute international aeromedical transport, the success rate of which in four years reaches to 100%, is the trend of future medical internationalization, and it is also the social responsibility and duty of this medical system. The result of the research also shows that international aeromedical transport which takes a medical institution as the main part has its necessity, and it has had excellent performance in recent years, too. Having medical manpower in every field and medical resource is the powerful advantage of international aeromedical transport, and it is still the future important trend for the medical institution to plan and manage emergency international medical transports for those who have acute and serious diseases.
