兩岸物業前期規劃設計作業程序比較之研究

A Comparison Study of Operating procedures of Property preliminary planning and design between Taiwan and Mainland China

摘要


建設公司為了提高房屋的銷售,最常用的方式就是增加美輪美奐的公共設施,但卻未能以使用者及管理者的需求及角度,考量這些公共設施是否具實用性,以及後續住戶是否有能力負擔公設的維護成本,否則公設只是徒增住戶的經濟負擔。這些問題若能在建案開發及規劃設計階段,納入物業軟硬體的設計及服務概念,將能減少使用上的問題及延長建築物的生命周期。本研究透過相關文獻資料的搜集與及國內物業專家訪談前期物業規劃之現況,整理及分析比較中國與台灣物業前期規劃設計之作業程序差異性,最大的差異在於兩岸有關物業法令制度,但在建築規劃的流程及是相似的,本文將分析及比較結果提供物業前期規劃設計者作為參考。根據研究結果發現,台灣物業公司目前實際執行的狀況,是以階段性配合建設公司的作業項目進行服務。主要原因在於建設公司對於前期設計規劃設計雖認同,但對於實際上需增加建案開發成本有所考量。因此本研究建議,物業公司應以専業服務爭取建設公司對物業前期規劃之認同,可提昇物業公司接案之成效。

In order to increase sales of houses, construction company, the most common way is to increase the beautiful public facilities, but did not concern real needs of users and administrator. Consider whether these public facilities are practical useful. And whether the subsequent tenants can afford postulate maintenance costs. Otherwise, just create more economic burden to the households. These problems in case of at the development and construction planning and design stage, Incorporated into hardware and software design and service concept of the property, it will be able to reduce the problem and extend the use of the life cycle of buildings. In this study, by document retrieval and interviews of pre-planning through domestic property expert. And compare the operating procedures of property pre-planning and design between China and Taiwan, the biggest difference is the system of property act , but the construction planning process and is similar. This paper will analyze and conclude the preliminary planning and design to provide property management company reference. According to the study's results, if the standard operation procedure is used to improve and provide suggestions for preliminary property planning and design, communication and negotiation with the construction departments and contractors will be more efficient, which can effectively decrease failures and reduce construction time and process; thus, the design quality of the building project can be significantly improved.
